Heat Pump Rebates
Russell Municipal Light Department (RMLD) offers rebates on heat pump systems. Refer to the tables below to see if your heating or cooling system qualifies. RMLD also offers rebates on Wi-Fi thermostats through its Appliance Rebate program. Please note that all heat pumps must be installed by a MA licensed contractor in order to be eligible for a rebate.
*Limit of three tons of heat pumps per year. SEER=Seasonal Energy Efficiency Ratio, EER= Energy Efficiency Ratio (measures instantaneous cooling efficiency), HSPF= Heating Seasonal Performance Factor, COP= Coefficient of Performance
Must be purchased between 1/1/2026 and 12/31/2026. Applications must be submitted online or postmarked by 1/31/2027.
Massachusetts provides a sales tax exemption on the purchase of heat pump systems. For more information, consult your local tax expert.
Home Efficiency Rebates

Weatherization Rebates
Russell Municipal Light Department offers Weatherization rebates on efficient home upgrades such as insulation and duct sealing. Annual Energy Efficiency and Electrification Budget Policy
Russell Municipal Light Department establishes an Annual Program Budget for all Energy Audits, ENERGY STAR Appliance rebates, Weatherization rebates and Heat Pump rebates. Rebate funds are allocated on a strict first-come, first-serve basis. The time of allocation is determined by the date and time the rebate administrator receives a complete and qualifying rebate application.
In the scenario that a customer submits a qualifying rebate application or wishes to schedule an energy audit after that year’s annual budget has been used 1) that customers rebate will be considered at the beginning of the next annual budget year on a first-come first-serve basis, before any new rebates are considered for funding and 2) that customer will be scheduled for an energy audit at the beginning of the next annual budget year on a first-come first-serve basis, before any additional audit requests are scheduled.
